Hi everybody.
UG-41(a) states "No credit may be taken for the additional strength of any reinforcement having a higher allowable stress value than that of the vessel wall."
UG-37(a) describes "fr" as a strength reduction factor, not greater than 1.0.
Does UG-41(a) broadly apply to fr1, fr2, fr3, and fr4? In other words, is the value of any of these reduction factors not to exceed 1.0? This would seem to make sense considering UG-41(a).

Yes, the requirement "not greater than 1.0" for fr is applicable to fr1-2-3-4.
